                                                                                                            Öz

Uluslararası ilişkileri anlamada çok önemli bir yere sahip olan güç kavramına her bir uluslararası ilişkiler teorisi farklı bir pencereden bakarken, 1990’lardan itibaren akademik alanda olduğu kadar medya ve siyasetçiler üzerinde popülarite elde eden yumuşak güç kavramı, güç tartışmalarına yeni bir soluk getirmiştir. Gücü inşacı ve neo-liberal bir yaklaşım çerçevesinde ele alan yumuşak güç, Joseph S. Nye tarafından ilk kez “Liderliğe Zorunluluk: Amerikan Gücünün Değişen Doğası” adlı eserinde, Amerikan ulusunun 1980’ler boyunca düşüşte olduğu bir dönemde Amerika Birleşik Devletleri hegemonyasının sürdüğünü açıklamak maksadıyla ele alınmış bir kavramdır. Yumuşak güç kavramı, Joseph S. Nye tarafından 1990 yılında ele alınmasını müteakip popülerleştirilmekle birlikte tartışmaları da beraberinde getirmiş ve halen üzerinde uzlaşı sağlanamamıştır. Joseph S. Nye’ın geliştirdiği bu kavrama yönelik eleştiriler, yapılan yumuşak güç tanımından; yumuşak gücün kaynak, davranış şekli ve araçlarına; kavram ve ifadelerin yeterince analitik süzgeçten geçirilmemesine veya bunların birbiri ile karıştırılması suretiyle yaratılan terminolojik kaosa kadar geniş bir yelpaze yer almaktadır. 
Bu çalışmada Joseph S. Nye’ın geliştirdiği yumuşak güç kavramına yönelik yapılan eleştiriler; kavramın teorileştirilmesindeki yetersizliğe yönelik eleştiriler, yeni bir kavram olup olmadığına yönelik eleştiriler, kullanım zorluğuna yönelik eleştiriler başlıkları kapsamında incelenecektir. Çalışmada, yapılan bu eleştiriler ışığında özellikle Nye’ın ele aldığı muğlak yumuşak güç tanımı, kaynakları ve davranışları sorunsalına cevap bulmaya yönelik yeni bir yumuşak güç önerisinin sunulması amaçlanmaktadır.

HOLISTIC VIEW TO SOFT POWER

Abstract
While each of international relations theories looking from a different perspective to the notion of power, which has a very important place in understanding international relations, the soft power  concept that has achieved popularity as well as the media and politicians in the academic field from the 1990s, has brought a new breath to the power debate. Soft power, addressing the power from constructive and neo-liberal approach, is the notion that was first introduced by Joseph Nye in his book, “Bound to Lead: The Changing Nature of American Power” to explain the persistence of the US hegemony during the days of American national decline in the 1980s. After developed in 1990, soft power was popularised along side with its controversial points by Joseph S. Nye, though still a disagreed notion. Criticism, towards the concept developed by Joseph S. Nye had enhanced, has a wide range of points as to definition of soft power,  resources,  behaviours and tools of soft power, lack of analytic filtering in regards to notions and statements or mixing those terms with each other to create terminological chaos. 
In this study, the criticisms of the soft power concept developed by Joseph S. Nye will be examined under the titles of criticism based on inadequacy in theorizing of the concept, criticism of whether it is a new concept or not, and criticism towards the difficulty of use. The study aims at presenting a new soft power proposal to find out the soft power’s vague definition, sources and behaviours that Nye has addressed in the light of the criticisms in response to the problem.
