Özet

    Genellikle mevcut güç dengesinin kırıldığı ve yeni güç dengelerinin yaratıldığı dönemlerde kendisine geniş bir uygulama alanı bulan ulus inşası, 11 Eylül ile birlikte ivmeli bir şekilde hızlanan ve gittikçe kurumsallaşan yeni bir süreci ifade etmektedir. 11 Eylül sonrası görülen ulus inşası örnekleri, uygulamada daha çok Batı‘yı yeniden kenetleyecek terörizmle mücadele ve uluslararası güvenlik vurgulamalarıyla, Müslüman ülkelerin yaşadığı bir coğrafyada, iki kutuplu düzenin kırılmasıyla Sovyet nüfuz alanlarının ABD liderliğinde yeniden inşasına işaret etmektedir. Ulus inşası yazında sıklıkla devlet inşası, barış inşası gibi benzer kavramlarla kullanılmakla birlikte iç içe geçen değişik süreçleri ihtiva etmektedir.

İl imar ekibi kavramı ise daha çok barış yapma ve egemenliğin tesis edilmesi sonrasında müdahale eden kuvvetin veya egemenliği devralan yerel gücün meşruiyetini tesis etmeyi ön plana çıkaran, halkın görünür ve acil problemlerine hızlı ve etkin çözümler üreten bir yapıyı ifade etmektedir. İl İmar Ekipleri, Afganistan‘da 2002 yılında Amerikalılarca ilk defa teĢkil edilmesi sonrasında ülke genelinde ve Irak‘ta geniş bir uygulama alanı bulmuştur. Türkiye de inşa ettiği Vardak ve Cevizcan İl İmar ekipleri ile Afganistan‘da bu yapılara katkıda bulunan ülkelerden olmuştur.

11 Eylül ile birlikte ulus inşa örneklerinin, Türkiye‘nin yumuşak güç havzalarında yoğun bir  uygulama alanı bulduğu ve Türkiye‘nin de bu sürece zoraki dahil olduğu görülmektedir. Bu çalışmada, gittikçe önemli ve yaygın hale gelen İl İmar Ekiplerinin yapısı, amacı, ulus inşasındaki yeri, faaliyet alanları, eksik ve güçlü tarafları üzerinde durulacaktır. Çalışma, ulus inşa süreçlerinin önemli bir parçası olan ve henüz farkındalığı oluşmamış olan il imar ekiplerinin daha iyi anlaşılmasını sağlamakla birlikte, Türkiye‘nin kendi il imar ekiplerini teşkilinde ve kurumsallaştırmasında önemli katkılar sunacaktır.

A MODEL OF NATION BUILDING: PROVINCIAL CONSTRUCTION TEAM
 
Abstract

    Generally, the nation building, which has found itself in a wide range of application when the current balance of power is broken and new power balances are created, means a new process that is rapidly accelerated and gradually becoming institutionalized by the September 11th. The examples of nation building seen after September 11, in practice, point to the rebuilding of Soviet spheres in the US leadership with the breakdown of the bipolar order in a region where Muslim countries live, via carrying out fight against terrorism which integrates the West under one umbrella and emphasizes of  international security. Although nation building is often used with similar concepts such as state building and peace building in the literature, it contains different processes that are intertwined. 

The concept of the provincial development team refers to a structure that emphasizes the legitimacy of the intervention force or the local power that takes over the sovereignty after the establishment of peace and sovereignty, and these teams  produce quick and effective solutions to the public and emergency problems. The provincial construction teams found a wide application area throughout the Afghanistan and in Iraq after being first established by the Americans in Afghanistan in 2002. Turkey has also been one of the countries contributing to these efforts with its own provincial construction teams located in Vardak and Cevizcan districts of Afghanistan.

After September 11, it is observed that the nation building samples found an intensive application area in Turkey's soft power basins and that Turkey  participated in this process unwillingly. In this study, the structure, purpose, place in nation building, activity areas, weak and strong sides of provincial construction teams which are becoming increasingly important and widespread, will be emphasized. The study will provide a better understanding of the provincial construction teams, which are an important part of nationbuilding processes and are not yet aware of. And also it will contribute to the formation and institutionalization of Turkey's own provincial construction teams.
